Mistaken identity

Hey, Neuwaves. You left a talk page message on my user talk page regarding a block or ban issued on February 28. I checked back through the logs: [1] and can find no record of a block or ban I was involved in that day. I only issued 2 administrator actions within 2 days of February 28th even: On February 29th, I protected a page that was the target of vandalism (Interstate 22) and on February 26th I blocked a new account created by a prolific troll, who created the account just to continue his disruption, here. Otherwise, I can't find any admin actions I did which would have possibly been around that time. If you could give me more information (IP addresses or accounts affected) perhaps we can nail down the source of the block? I'm otherwise at loss to know how to help you find the information you seek. --Jayron32 15:54, 31 March 2016 (UTC)

Thanks for the link. That's a 4+ year-old block, and suffice it to say I have no memory of issuing it at all. The best I can do is direct you to the user talk page of the blocked account, or to policies regarding usernames: Wikipedia:Username policy. There, under the policy section that titled "Usernames implying shared use", it notes:

"Because Wikipedia's policy is that usernames should not be shared between more than one individual, usernames that imply the likelihood of shared use are not permitted. This means that: Usernames that are simply names of companies or groups are not permitted...

As noted, accounts may not be used by more than one person, and accounts may not bear usernames that match that of an actual organization or group. In this case, the account was blocked for violating that policy. Per policy, the account was blocked without blocking any underlying IP addresses, meaning that if the person who created the account wanted to immediately create a new account with an allowable username, they could have done so. I am only reading to you policy you could read on your own, and telling you what I can read from the block log (which you can read as well); otherwise however I have no way to interpret or explain something which happened 4+ years ago and which I have no recollection of.
