One way to make this polyhedron seems to be to start with an octagrammic prism and excavate the octagrams with crossed square cupolae. This method of construction can readily be seen to be analogous to a way you can construct a pseudorhombicuboctahedron from an octagonal prism by augmenting the octagons with square cupolae.
