Article creation[edit]

I just moved this material and its references here from Protocol (diplomacy), where it was grossly misplaced. I cleaned up some punctuation and formatting, but a lot of jargon remains that could be clarified further. As this is not my area of expertise, I will leave that for other editors to contemplate.
