Why not merge Devil Ray with Black Manta? (JoeLoeb (talk) 03:22, 3 February 2009 (UTC))[reply]

There needs to be a reliable, verifiable source linking the two characters.
Such a source needs to be more than "Devil Ray was based on Black Manta."

I believe the rumor is/was that Devil Ray was supposed to be Manta but DC nixed the use of the Aquaman villains. The writers just "renamed" the character with out really revising the "translated" look. That's rumor though, not something that's verifiable.
