Rachel Bocher ( born in Tunis) is a French psychiatrist and president of the National Union of Hospital Practitioners (INPH). She is also a municipal councilor . In 2000, she was awarded the Ordre national du Mérite.[1] In 2013, she was awarded the Legion of Honor.

Rachel Bocher, was born in Tunis; she moved to Nantes in her youth  . She is the grandniece of a former chief rabbi of France Joseph Sitruk.

She has been a hospital psychiatrist starting in 1984; she heads the psychiatry department at Nantes  University Hospital .[2]

She has chaired the National Union of Hospital Practitioners (INPH) since 1998  . In January 2008, during a strike by emergency workers and anesthetists , she was at the negotiated with the Minister of Health, Roselyne Bachelot to advance payment for overtime and reduction of work time (RTT) days  . At the end of 2008, she criticized the announcement of security measures for psychiatric patients by Nicolas Sarkozy.[3] In 2009, she challenged an accounting approach to the Hospital, Patients, Health, Territories bill defended by Roselyne Bachelot . She protested on the picket line.[4][5]

In 2019, she negotiated with Minister of Health, Agnès Buzyn, to reform fee for service pricing (T2A) [6]

Since 2001, she is a municipal councilor and then deputy for tourism for the mayor of Nantes, Jean-Marc Ayrault ,
